關(guān)于新媒體的共識(shí)
第六屆亞太地區(qū)媒體與科技和社會(huì)發(fā)展研討會(huì)

我們，來自11個(gè)國家和地區(qū)的400多位代表于2008年11月21-23日在中國北京出席了第六屆亞太地區(qū)媒體與科技和社會(huì)發(fā)展研討會(huì)。
亞太地區(qū)媒體與科技和社會(huì)發(fā)展研討會(huì)暨亞太科技傳播峰會(huì)，自1992年成功舉辦以來,經(jīng)過大家的共同努力，已經(jīng)成為世界媒體與科技和社會(huì)發(fā)展領(lǐng)域具有廣泛影響力的國際會(huì)議。“新技術(shù)·新媒體·新格局”是本屆研討會(huì)的主題。經(jīng)過研討，我們對(duì)新媒體達(dá)成以下共識(shí)：
一、自1999年第二屆亞太地區(qū)媒體與科技和社會(huì)發(fā)展研討會(huì)提出網(wǎng)絡(luò)是第四媒體以來,網(wǎng)絡(luò)媒體發(fā)展迅速,迄今已在媒體格局中占據(jù)重要地位。這再次證明科技進(jìn)步是推動(dòng)人類文明發(fā)展的根本動(dòng)力。目前，以包括網(wǎng)絡(luò)技術(shù)在內(nèi)的科技進(jìn)步正在給全球帶來革命性的影響。
二、以互聯(lián)網(wǎng)、移動(dòng)媒體等為代表的新媒體正在帶來跨媒介、跨文化、跨產(chǎn)業(yè)融合的全球傳播新格局，我們應(yīng)適應(yīng)這種形勢(shì)。
三、傳統(tǒng)媒體與新媒體正在競(jìng)爭與融合的基礎(chǔ)上實(shí)現(xiàn)多元化的共同發(fā)展。
四、以即時(shí)、海量、互動(dòng)為特征的網(wǎng)絡(luò)文化正在興起，其影響涉及社會(huì)生活的方方面面。消除全球化進(jìn)程中的數(shù)字鴻溝、尊重文化的多樣性成為當(dāng)務(wù)之急。
五、重視網(wǎng)絡(luò)文化倫理建設(shè)，強(qiáng)化相關(guān)機(jī)構(gòu)和個(gè)人的自律意識(shí)、協(xié)同意識(shí)、責(zé)任意識(shí)，以趨利避害，促進(jìn)網(wǎng)絡(luò)媒體的健康發(fā)展。
六、警惕網(wǎng)絡(luò)犯罪以及其他使用網(wǎng)絡(luò)的有害行為，是我們的責(zé)任。
七、加強(qiáng)交流與合作，促進(jìn)網(wǎng)絡(luò)虛擬世界與現(xiàn)實(shí)社會(huì)的共同繁榮，創(chuàng)建全球和諧網(wǎng)絡(luò)文明新未來，是我們的責(zé)任。
和平、發(fā)展與合作是我們共同的愿望。我們希望以此次會(huì)議為新的起點(diǎn)，亞太地區(qū)善用新技術(shù)、依托傳統(tǒng)媒體和新媒體、攜手并進(jìn)，共創(chuàng)人類文明新未來。
New Media Beijing Consensus
THE 6th ASIA-PACIFIC SYMPOSIUM ON PRESS AND
SCIENTIFIC AND SOCIAL PROGRESS

We are 400 representatives from 11 countries and regions who attend the 6th Asia-Pacific Symposium on Press and Scientific and Social Progress (APSP), held in Beijing, China from Nov. 21 to 23.
Through our concerted efforts, the APSP, or the Asia-Pacific Science Communication Summit, has become an influential international conference in the fields of world media and technological and social development since its first meeting in 1992. The theme of this symposium is “New Tech, New Media, New Vision”. After studies and discussions, we have reached following consensus about new media.
Ⅰ. Since the 2nd APSP in 1999, which proposed the idea that Internet was “the fourth medium”, online media has developed quickly and has already taken an important position in the current media pattern. It proves again that scientific and technological progress is the primary force propelling the development of civilization. At present, technological progress including those of Internet technologies is bringing about revolutionary changes to the globe.
Ⅱ. New media, typically represented by the Internet and mobile devices, are bringing about a new integrated pattern of global communication, which is cross-media, cross-industry and cross cultural. We should adapt to the new situation.
Ⅲ. Traditional and new media is going to develop separately and together on the basis of competition and integration.
Ⅳ. The Internet is immediate, interactive and wide-ranging, and its influence involves every aspect of social life. It’s imperative to remove the digital divide in the progress of globalization and show respect for cultural diversity.
Ⅴ. The healthy development of the Internet depends on forming culturally-sensitive Internet ethical standards that strengthen the responsible use by organisations and individuals of the Internet.
Ⅵ. It is our responsibility to be vigilant about cyber crime and such malpractices to safeguard people.
VII. It is our shared responsibility to enhance exchanges and cooperation, to promote the common prosperity of the online virtual world and the real society, and to construct a bright future globally for a harmonious Internet civilization.
Peace, development and cooperation are our cherished wishes. We hope, taking this 2008 APSP as a fresh starting point, the Asia-Pacific region will use new technologies wisely, and advance hand-in-hand with the backing of traditional and new media to create a new future for civilization.
